On 13 October 1914, Pieter De Vlaeminck, a journalist from Brussels, arrived at the port of Le Havre with the entire Belgian government. They were trying to reach the town of Sainte-Adresse to seek refuge. This town thus became the capital of Belgium and would remain so during the four years of the Great War.
